The FSHS change negotiations initiated in late autumn 2025 have been completed. The goal of the negotiations was to develop, based on FSHS strategy, a more flexible and student-oriented organisation to address both expectations from students and changes in the operating environment.
The negotiations concerned the entire FSHS staff, which comprises some 1,200 employees. The new organisational structure will come into force on 1 March 2026.
The goal: a more student-oriented service model
To address students’ changing expectations, the FSHS will provide more services through its multidisciplinary teams as well as digitally and will modestly extend its opening hours.
The FSHS service network has so far been divided into five service regions. After the upcoming changes, the organisation will be based on two national service sectors: the general and mental health services sector and the oral health services sector. Together with the future digital service platform, this will help ensure better service accessibility and equality for students regardless of where they live. A balance between FSHS income and expenditure and greater cost-effectiveness are more important now than ever for securing service availability in the near future.
The organisational change will not affect the number of FSHS service units.
The change will streamline management and administration structures within the FSHS. It will also help the FSHS to become a stronger partner for higher education institutions and wellbeing services counties and give the FSHS greater prominence as an expert in student healthcare.
No staff reductions will take place as a result of the change negotiations. Those employees whose current jobs are to end will be offered a new position within the FSHS.
